NATIONAL "DO NOT CALL" REGISTRY
INFORMATION
**Students Eligible to Participate**
The Federal Trade Commission (FTC) has adopted regulations creating a
"Do
Not Call" registry for consumers to list their residential telephone
numbers if they do not wish to receive calls from most
telemarketers.
The FTC staff has informed ACUTA (The Association for Communications
Technology
Professionals in Higher Education) that college and
university students living in campus
housing may list their campus telephone numbers on the
Do Not Call registry. It is important
to note that third parties (such as
the institution) may not list numbers on behalf of students.
Students
may list their own campus residence numbers if they wish to participate.
Registration will be free. Online registration will be available to
consumers who have an e-mail account. To register by phone, consumers
will
need to call from the number they wish to register. Numbers will stay in
the registry for five years or until they are taken out of the registry
or
the consumer changes phone numbers. The FTC has not released details on
how consumers may remove their numbers.
Registry is available beginning in July 2003.
Telemarketers will be required to access the registry to their
calling lists beginning in September 2003, and consumers who place their
phone numbers on the registry this summer should see a decrease in calls
after October 1, 2003.
The FTC has provided a link to information about the registry (including
the on-line registration):

Another particularly informative link that will answer many questions
about the registry is on the FTC Web site at:
http://www.ftc.gov/donotcall
Methods of Registration:
Two methods of registration will be provided: by telephone or online.
In
order to register by phone, consumers will need to call from the number
they wish to register. In order to register online, consumers will need
to provide an e-mail address for confirmation. They will then need to
open
an e-mail and click on a link in it in order to complete their online
registration.
**Please note that the FTC has not indicated whether Automatic Number
Identification (ANI) will be used in the telephone registration process.
This would be problematic for some students attempting to register their
numbers, because in some cases ANI provides the main campus number
rather
than the individual student?s phone number. ACUTA is attempting to
obtain
clarification on this point. Until further notice, it may be more
advisable for students to use the online registration method.**
