Residence Halls/University Apts. User Guide

General Information:

  • Students living in Mayflower, Currier, Stanley, Burge, Daum, Hillcrest, Quad, Parklawn, Slater and Reinow are required to supply their own telephone equipment.  It is the student's responsibility to ensure that this equipment is in good working condition.   
  • As a student at the University you will be required to use a University Authorization Code (UAC) to place your long-distance calls.  Long Distance calls are only 5 Cents per minute!  Read more about our 5 cent a minute plan at: Student Long Distance
  • The telephone number assigned to the telephone in your room or apartment  is dedicated to that location. The number does not change when residents move in or out. If there are extenuating circumstances that lead you to believe that your number should be changed, you should first contact the University Housing Office. Requests for telephone number changes are not handled directly by ITS.
  • Warning: After you hang up from a long-distance call, be sure to wait 5-10 seconds before making another call. If you do not hold the switch hook down long enough, you will place the first call on hold instead of disconnecting it. (It takes a few seconds for the line to reset.) You will then be billed for simultaneous calls.
  • The University and UIHC maintain their own telephone system and should be contacted with regard to any special calling instructions required for use of their system. All campus numbers, University, UIHC, Residence Halls, University Apartments, and Oakdale can be called from any campus phone by dialing the last 5 digits of the telephone number.

Placing a Call

Campus Numbers (335, 353, 356, 384, 467 numbers) Dial the last five digits of the telephone number.
Local Number Dial 9 + seven-digit number.
Long-Distance Numbers University Authorization Code Required
Domestic Calls and 800/877/888/900 Numbers Dial 9 + 1 + area code + seven-digit number, wait for computer tones, enter your authorization code.
International Calls  Dial 9 + 0 + 11 + country code + city code + local number, wait for computer tones, enter your authorization code.  
Third Number and Collect  Dial 9 + 0 + area code + seven-digit number, wait for an operator.

Directory Information

There is a charge for each directory information call that is placed from campus telephones for long distance and the Iowa City area. This does not include calls placed for campus or the hospital directory information.

Local Calls

You are not billed for any of the local calls, other than to directory information, placed from your telephone or for any calls placed to campus numbers. The cities that are in Iowa City's free calling area are listed in the front section of the local telephone directories. See Placing A Call for information on how to place local calls.

Long Distance

 Long Distance calls are now only 5 Cents per minute!  Read more about our 5 cent a minute plan at: http://www.its.uiowa.edu/tns/voice/student_ld.htm

As a student at the University you will be required to use a University Authorization Code (UAC) to place your long-distance calls. Your UAC may be used to place long-distance calls to anywhere in the world that can be dialed directly. If you need to call countries that cannot be dialed directly, you will need to place these calls with a calling card issued by an international long-distance company.

You may choose to use a direct bill calling card from one of the long-distance companies doing business in our area, or you may use a prepaid calling card of your choice. To make arrangements with another long-distance company for calling card service, you will need to contact them directly. Inform them that you will be using their service from a non-equal access telephone and they will need to bill directly to you. You cannot use any of the other long-distance services by dialing their 5-digit access number from a campus telephone.

As a student living in Residence Halls or Family Housing, you are not allowed to change your carrier or enroll in any special programs offered by any carrier. This is because these special programs (i.e., True USA, Reach Out World Plan, etc.) are only offered to residential customers. Since the phone number in your room is owned by the University and not by you as an individual, it is considered a business phone and is ineligible for these special programs.

You may also place long-distance calls by billing them collect or to a third number. These calls are also priced higher in cost. There is one important point you should be aware of if you place a call collect to a non-University number or a third-party call billed to a non-University number. The party who is billed for the call will not see your telephone number as the "from" telephone number on their bill. The number they will see on their bill indicates that the call was placed from a University extension, but there is no way to determine which particular extension.

Warning: After you hang up from a long-distance call, be sure to wait 5-10 seconds before making another call. If you do not hold the switch hook down long enough, you will place the first call on hold instead of disconnecting it. (It takes a few seconds for the line to reset.) You will then be billed for simultaneous calls.

Monthly Service

Information Technology Services does not bill you a monthly fee for your telephone service. This fee is included in your housing contract. In the same manner, you are not billed for any local or campus calls. The only exception is the charge for local area directory information calls.

In Family Housing, each apartment is equipped with a phone jack with two ports. Your telephone should be plugged into the port that has a sliding cover (usually the top one). It will not operate if plugged into the other port. The telephone line can be utilized for regular telephone use and with the following devices; modems, external answering machines, or fax machines. If you are using the telephone line for one of these devices you will not be able to simultaneously use the telephone line for other purposes.

Second Phone Lines

ITS can provide additional telephone lines for customers in Hawkeye Court or Hawkeye Drive who require dedicated telephone lines to devices, usually computer equipment, or have different requirements than what is offered in the basic telephone service provided in the housing contract. Students living in the other residence halls must demonstrate special needs for additional lines to be installed.  Contact the Residence Services Office if you have questions.

If you would like an additional line installed, you must make your request through the ITS Customer Information Desk(CID). The CID is open M – F from 8:00 am to 4:30 pm, for questions you may call 384-0800, or e-mail us at its-information@uiowa.edu.

The following charges will be assessed for a second telephone line:

Installation one time charge for a second line is $200.00.

$17.50 per month recurring charge billed directly to your University bill.

IMPORTANT! You must contact the ITS Customer Information Desk  to stop the monthly charges when you leave University housing. The CID is open M – F from 8:00 am to 4:30 pm, for questions you may call 384-0800, or e-mail us at its-information@uiowa.edu. If you do not contact ITS to have the charges stopped, they will continue to be billed to your U-bill and you will be responsible for the charges.

University Authorization Code

As a resident of Residence Halls/University Housing  you will be required to use a University Authorization Code (UAC) to place your long distance calls.  Instructions for obtaining your UAC

If you are unable to obtain a UAC through ISIS, you can come to the ITS-Customer Information Desk at 2800 University Capitol Centre (also known as the Old Capitol Mall or Old Capitol Town Center). The ITS-Customer Information Desk is located on the second floor of the southeast end of the building. To obtain your UAC at the Customer Information Desk, you must present your student ID and student number. 

Guard your University Authorization Code carefully. You are responsible for all calls made using this code. Never give your code over the telephone to anyone or let someone watch you enter it into the telephone. The ITS-Customer Information Desk will never ask you to give your UAC over the telephone. If someone does ask you to give your UAC over the telephone, please let us know immediately.

Lost or stolen UAC’s should be canceled immediately. You can cancel a UAC using webISIS or contacting the ITS-Customer Information Desk 384-0800. You are responsible for all charges made until the code is canceled. Any unauthorized calls will be investigated. However, no adjustment is guaranteed. If you suspect that someone has gained access to your UAC, you may change it at any time through webISIS or by coming to the ITS-Customer Information Desk at 2800 University Capitol Centre (you must present your student ID).

Your UAC cannot be transferred to another person. If your roommate is a student he/she should have a UAC of his/her own. If your roommate is not a student, the UAC must be in the students’ name, or the non-student must set up a billing account with the Cashier’s Office prior to receiving a UAC. Apartment residents in a non-student status, must pick up a UAC at the ITS – Customer Information Desk, 2800 University Capitol Centre and provide a billing ID number and photo ID. This includes persons living in University Apartments who are not registered students.

Billing

On the last day of the month, you will receive an itemized statement of your long-distance calls. The total charge appears on your Statement of University Accounts Receivable (University Bill) and is subject to the same policies governing payment of University bills.

Charges for all calls placed using a UAC will be included on your University bill (U-Bill). On each U-Bill you will be charged for calls placed over a 30-day period ending approximately 15 days prior to the billing date. For example, your October 1 U-Bill will have calls placed from approximately August 15 to September 15. The billing dates will vary by a few days each month. The January and June bills will include all calls placed through the date of graduation for the semester.

In addition to your U-Bill, you will receive a Statement of Telecommunications Charges and Credits. This statement will be mailed to the same address as your U-Bill and will arrive in a separate envelope. This statement will include a listing of all calls placed during the billing period. Any additional service or repair charges will also be listed on this statement. This is only a statement, not a bill.

If you have questions regarding the calls that appear on your Statement of Telecommunications Charges and Credits, please call 335-5811. If you leave a voice mail message, we will respond as quickly as possible—by phone, mail, or e-mail.

Third Number/Collect Calls

If you reside in Residence Hall rooms, collect calls can be placed from your University Residence hall room telephone number. All University Residence hall telephone numbers are automatically blocked from receiving incoming collect calls or accepting third party calls.

If you reside in University Apartments, all University Housing telephone numbers are automatically blocked from accepting third party calls billed to a University telephone number and receiving incoming collect calls. If there is a need to receive collect calls the service can be activated as an exception. The activation will be valid from the date of approval to May 31st of the current academic year. The request must be resubmitted each academic year or apartment lease term. To lift the restriction on receiving collect calls you must fill out a request form at http://www.its.uiowa.edu/tns/protected/Students/collectform.htm  and provide your University billing ID

The long-distance operators handling collect calls will ask if you want to accept the charges. The charges for collect calls will be included on your itemized statement. Since you stated your acceptance of charges at the time of the call, collect calls will not be investigated nor will credits be given for them.

If you have trouble reaching a long-distance number, you may ask the long-distance operator for assistance. You must tell the operator your entire telephone number, including the area code. The call will appear on your statement as a third-number call from the telephone number 335-1822 or 335-1700.

Directories

As a student at the University, you are included in The University of Iowa Student, Staff, and Faculty Directory, commonly referred to as the Herdbook. This directory is compiled each year from your student records in the registrar’s office. To insure that your listing information is correct in the directory, you will want to have your student records include your current address and telephone number. To make corrections in The University of Iowa Student, Staff, and Faculty Directory, contact Registrar's Office at 335-0238, 1 Jessup Hall. These directories can be purchased from the local bookstores each fall semester.

You are also included in the directory service that the University provides for its students, faculty, and staff through the University operators that are a part of ITS. The Operators can be reached by dialing 0 or 5-3500. Once again, their information is obtained from your student records, so it is important that your records are correct. Our operators handle 500 calls an hour during the peak hours of the day. Please be patient when calling them for information; they will answer your call as promptly as possible.  Operators are unavailable on University Holidays.

Directories for the Iowa City area are provided in your room each year. If your room is without one, please contact the University Housing Office. Companies independent of the University publish the local directories. These companies have chosen not to include listings for the University students. This decision is not one that ITS has made nor can we change it. You can make arrangements to be listed in the white-page section of the directories and with local information. However, the directory companies charge a considerable fee for doing so, and the fee is always subject to change without notice. If you are interested in having a listing, please contact the Customer Information Desk at 384-0800, 2800 University Capitol Centre. Keep in mind that you are included free of charge in both the University’s printed directory and the University’s operator information service.

Repair

Students living in Residence Halls are required to supply their own telephone equipment.  It is the student's responsibility to ensure that this equipment is in good working condition.  ITS cannot repair student owned equipment.  ITS is responsible to make sure that there is dial tone to the room and that the campus telephone system is functioning properly.

It is very important that occupants of the Residence Halls make sure that their equipment is working properly before they request an on-site repair visit by an ITS technician:

Please be aware that when a problem is reported that is the result of faulty student equipment, misuse or abuse, the student will be billed for any replacement parts plus labor at a rate of $75 per hour. The minimum will be a $50 charge.

In University Apartments, the telephone in your apartment is owned and serviced by the University with ITS being responsible for its continued operation. However, the students assigned to each apartment are responsible for treating the telephone properly. If repairs or replacements are needed due to misuse or abuse of the telephone, the students occupying the apartment at the time of the repair or replacement will be responsible for the charges. ITS technicians are trained to service the telephones and they will determine if the problem is due to normal wear of the instrument or due to misuse and abuse. Please be aware that when you report a problem with your telephone that is caused by misuse or abuse, you will be billed the cost of any replacement parts plus a minimum labor charge. If you are using non-university equipment and the problem is determined to be in your equipment, the minimum charges will be applied regardless of the cause of the problem.

When repairs are reported, our repair clerks will ask you a series of questions designed to help solve the problem. Many problems can be solved over the telephone. Please help by answering their questions and trying their suggestions. You will also be asked for your name and student ID number. The student reporting the problem will be billed for any applicable charges.

When moving into a new apartment, please check to see if your telephone is operating correctly. If not, please notify the University Apartments office immediately. This will help you avoid any unnecessary repair charges. After a period of time, no regard to previous occupants will be made, and you will be responsible for the charges.

To ensure that students are not charged for unnecessary repair calls the following procedure is suggested:

Check to see that you have dial tone on your telephone wall jack.

  1. Unplug all of your telephone equipment from the wall jack.
  2. Plug in a telephone that you know is working and listen for a dial tone. It may be convenient to borrow a neighbor's phone that is working, your R.A. may have one, or each desk in each hall has working phones that you can check out to use for testing.
  3. If you hear a dial tone on the "test" phone, you know that the problem is with your equipment.
    1. It may be that you have too many things plugged in, or you have things plugged in that are conflicting with each other. Consult your equipment owners guides.
    2. Plug your equipment back in one at a time and check for dial tone each time.  This may help you isolate which piece of equipment is faulty.
  4. If you do not hear a dial tone on the test phone, call the ITS Telecommunications and Networking Repair Desk at 5-2949.
    1. You must supply your student ID, building, room #, telephone# and an explanation of the problem.
    2. The Repair Desk Customer Representative will ask you questions about your problem and may take you through some troubleshooting procedures over the phone.
    3. If the problem is not resolved, an ITS technician will be dispatched.

Troubleshooting Repairs

Problem: Your answering machine will come on and take messages, but your phone never rang.

Solution 1: Make sure the ringer is turned on.

  • If the phone still does not ring, go to solution 2.

Solution 2: Unplug and unhook your answering machine. Then try plugging in just the University provided phone and have a neighbor call you.

  • If the phone rings without the answering machine hooked up, it usually means there is something wrong with your answering machine because it is drawing the voltage away from the phone causing it not to ring.
  • If the phone still does not ring, call 335-2949 to make a telephone trouble report.

Problem: The phone rings every few minutes and each time you pick it up it sounds like a fax machine or a beeping noise on the line.

Solution: To find out where the calls are coming from, you can call the telephone repair line at 335-2949 and tell the clerk the problem. The clerk will have you do the following when this type of call comes in again:

  • While you still have the beeping or fax noise on the line, press the TAP or FLASH button on your phone.
  • Type in the telephone repair number 5-2949.
  • If it is an on-campus caller, the repair person will notify the other party that they are dialing the wrong number.
  • If it is an off-campus caller, you may need to transfer the next call to a fax line (the repair person will give you the number), to determine where the fax is originating from.

Problem: People that are trying to reach you get a fast busy signal.

Solution: Check to see if you have inadvertently set any call forwarding on your phone.

  • Lift handset, dial #7 and wait for a confirmation tone then hang up. This will clear the call forward all calls feature. Have a neighbor call you to see if the fast busy has cleared.
